More states are banning NPN override. Is your agency ready? 

Following guidance from several states, HealthSherpa for Agents has been updated to ensure enrollments in the five affected states are submitted with the writing agent’s NPN. 

You won't have the option to allow downline agents to use an override NPN in Iowa, New Hampshire, North Carolina, South Dakota, or Wisconsin.

Five states require enrollments be submitted by the writing agent

Enrollments in the states below may only be submitted using the writing agent’s NPN. Where information from states is available it is included below. For more information about requirements in a specific state, contact its Department of Insurance.

STATE GUIDANCE

Iowa

In response to the bulletin from the state of Iowa, the HealthSherpa platform has been updated to ensure that enrollments in Iowa are submitted with the writing agent’s NPN.

New Hampshire

In response to direction from the direction from the state of New Hampshire, the HealthSherpa platform has been updated to ensure that enrollments in New Hampshire are submitted with the writing agent’s NPN.

North Carolina

In response to the memorandum from the State of North Carolina, the HealthSherpa platform has been updated to ensure that enrollments in North Carolina are submitted with the writing agent’s NPN.

South Dakota

In response to direction from the state of South Dakota, the HealthSherpa platform has been updated to ensure that enrollments in South Dakota are submitted with the writing agent’s NPN.

Wisconsin

In response to the bulletin from the state of Wisconsin, the HealthSherpa platform has been updated to ensure that enrollments in Wisconsin are submitted with the writing agent’s NPN.

What if my agency uses NPN Override

If your agency uses NPN override, enrollments in the five affected states will now use the writing agent’s NPN in all cases. The agent experience depends on whether your agency allows agents to use their own NPN:

If your agency uses NPN override and allows your direct downline agents to use their own NPN, the choice to submit with their own NPN or an override is removed on their "Confirm your plan" page. 

If your agency uses NPN override and does not allow your direct downline agents to use their own NPN, enrollments in the five affected states will still be submitted with the writing agent’s NPN.

In either case, your agents will see a banner informing them that their NPN will be on the enrollment.

WHAT IS NPN OVERRIDE

What is NPN Override?

The NPN override feature on HealthSherpa for Agents lets agency accounts choose EDE-enabled agents from their immediate downline (including the agency admin themselves) and make them an "override agent." Every agent in the agency can then select from a list of override NPNs at the end of the application. Whichever NPN they choose will be applied to that application. 

 NPN overrides should not be used to avoid state appointment laws. Agents and agencies are responsible for complying with federal and state laws when using NPN overrides. In most states, this means both the agent working with the customer and the agent whose NPN is chosen to be applied to the application must be appointed with the carrier.

Enrollments in Iowa, New Hampshire, North Carolina, South Dakota, and Wisconsin may only be submitted using the writing agent’s NPN. For more information about requirements in a specific state, contact its Department of Insurance.
