What's changing for PY27

Starting in plan year 2027, a new authorization process will be required for all agent-driven ACA enrollments. Consumers will need to authorize you as their agent before you can assist with their application, and some consumers will also need to complete identity verification.

These new requirements create a standardized authorization process for all agent-driven enrollments. The new authorization process is designed to create a more efficient enrollment experience than today's Marketplace three-way call.

CMS will share additional implementation guidance later this summer. In the meantime, HealthSherpa is building tools to help you prepare ahead of Open Enrollment, minimize consumer friction, and complete more enrollments.

What CMS announced

Agent authorization

• Your client will need to authorize you before you can access or make changes to their application.

• This will be a simple step, such as clicking a secure link sent by text or email, and will be required for all agent-assisted enrollments.

Identity verification

• Some consumers will also need to complete identity verification before enrollment.

• Initially, CMS has indicated this may apply to higher-risk enrollments, including consumers who:

  • are new to the Marketplace

  • have a net premium at or below $30 per month
